In the summer of 1974, the Fairfax County Board of Supervisors considered and passed Virginia's first human rights ordinance. The Fairfax ordinance followed Washington, DC's landmark human rights act by a year. Despite testimony in support of adding sexual orientation to the ordinance, it was not added. The ordinance protected rights in employment, housing, public accomodations, education, and credit practices and established a Human Rights Commission.David Aikens' article
